Прочитайте и переведите текст. A NEW PARADIGM IN EMERGENCY MANAGEMENT Emergency management has grown to truly integrated discipline, covering practical and to conceptual aspects. It requires attention for issues reaching far into sociological, technological, economic considerations, and coordination across cultural and national diversities. The potential for catastrophes cannot be separated anymore into natural and human-made disasters. For a comprehensive approach to emergency management a complex web of human-generated natural disasters affecting human-made sources of catastrophes must be taken into consideration. Examples are deforestations leading to landslides, which in turn can affect vital infrastructures, such as transportation systems. This increasing complicity requires a new paradigm in theory and practice of emergency management. To promote such a new paradigm, the International Emergency Management Society was founded as a non-profit organization. The purpose of the Society was to bring together users, planners, researchers, managers, response personnel, and interested parties to exchange intimation on the use of innovative methods and technologies to improve the ability to avoid, mitigate, respond to, and recover from natural and technological disasters. Some years later the International Emergency Management Society was reorganized to recognize the important role of practitioners, social scientists, and managers in the development of modern methods and technologies. A system for training coordination and cooperation of decision-makers in emergency management has been developed. The system has a modular architecture, with one model for each of the emergency management sub-organizations, including fire brigades, police, medical teams, and civil defence. The objective is to integrate all these models on a common platform. Nowadays vital technologies and realistic training simulations for crisis managers and emergency responders are of great importance to provide effective emergency management in case of any disaster, e-emergency management being one of them. E-emergency management is a system of computer based tools and communication architectures managed by trained personnel using standard plans and procedures to communicate and manipulate data for public information, program management, operational decision making, and policy establishment to protect communities against the effects of disasters. Today e-emergency management is widely spread at federal and local levels. |
